The EU-Leonardo reference material project Observe targeted at observation and evaluation of the development of VET systems. Ten countries in Europe are currently undertaking radical reforms of their VET systems: Wales, Scotland and Northern Ireland have restructured their educational systems, adopting national responsibility from the UK government. Also Romania has got a new administrative structure, but for completely different reasons.
In Greece, Finland and Norway, educational systems are changed radically, with large impact on Vet provisions.Denmark, Spain and Germany(East) have undertaken radical change of the VET systems itself. Although less radically, in other European countries VET is under revision constantly, so the situation in the mentioned 10 countries offers a unique learning opportunity for creating bench marks and insights for the governance of change in VET.
The approval of Observe by the Leonardo II programme offered an opportunity to systematise the experiences of policy makers, practitioners and researchers in these 10 countries and to deliver, by comparative analyses, guidelines and benchmarks for future governance of change of VET systems. Two main lines of workwere discerned within Observe: national case studies, as basis for comparative analyses at the one hand, and horizontal reports on relevant developmental issues at the other hand. P&W in the course of the project carried out two major case studies (past and ongoing case) in Germany.
